"Lay the plan" is the fourth chapter of the 21st volume and the 183rd chapter overall of the Tokyo卍Revengers manga series, written and illustrated by Ken Wakui.
Summary[]
In the summer of their second year of middle school, Kisaki says he encountered Takemichi[2] and swore to become better than him and win over Hina. Kisaki's plan to become Japan's top delinquent required one important person: Mikey. After this, Kisaki approached Mikey, who processed the potential to become Japan's top delinquent; Kisaki saw him as the "perfect medium" to enable his own rise to the top. Kisaki's perfect plan spanned over ten years, with gaining Mikey's trust in a year, manipulating him over two years, dominating Tokyo over three years, and taking over Japan in four years. After this, Kisaki planned to propose to Hina.
Pointing his gun at Takemichi, Kisaki demands to know why Takemichi always thwarts his plans and how many times he has time-leaped. When Takemichi asks if Kisaki killed Hina after her rejections, this enrages Kisaki, who insists that Hina belongs to him. His possessive nature becomes clear as he continues lamenting, threatening to kill Takemichi if he ends up with Hina; Kisaki believes he has done so much for her, not understanding why she would reject him. Although he admits that he respected Takemichi, Kisaki laments that he did not kill him sooner. Takemichi kicks the gun out of Kisaki's hand and grabs it, pointing it at Kisaki. He tells Kisaki that it should have been him holding the gun from the beginning, before telling Kisaki to die.
