"When it rains, it pours" is the 13th and final episode of the second season and the 37th episode overall of the Tokyo卍Revengers anime series, produced by Liden Films.
Synopsis[]
Mikey, who had killed a string of former Toman executives including Draken, was shot dead by Naoto right before Takemichi's eyes. After confessing to Mikey on his deathbed that he is a time leaper and vowing to avoid the worst of the world, Takemichi time leaps to the year 2006. However, not knowing how to save everyone, he continued to punch the tires hanging in the park, saying that he had to become stronger. When Chifuyu finds his partner back home and asks him what happened, he begins to say, "I think I know what I should do.”

Chifuyu stops Takemichi
2006, on a rainy day, Chifuyu heads towards Takemichi's place. He ends up seeing him beating a swing tire and makes fun of him. Takemichi feels a bit embarrassed, but states he has no time for it as he needs to get stronger and be able to change the future. Chifuyu then realizes this is Takemichi from the future. Takemichi then tells him about the future and how Manjiro killed them all. Takemichi explains that he in the future he quit Toman, but wants to get strong now so that he doesn't leave Toman. Chifuyu then notices blood and sees that Takemichi's fists are all bloody, realizing he had been punching the tire for quite some time. Chifuyu tells him to stop, but Takemichi keeps punching the tire, while explaining that he spend some time with Naoto thinking on how to save everyone. Chifuyu forcefully stops Takemichi, pulling him to the ground. Takemichi then cries stating that he has no idea how to save everyone and that he still feels the dying Manjiro in his hands.
Chifuyu notes that the future is bad, but he is glad to be able to see Takemichi again as he believed he will never see him. Chifuyu then states he figured what he needs to do and its to beat Manjiro. He feels annoyed that he let Manjiro just kill him and states that he and Takemichi are probably the only people who are willing to take Manjiro head-on. Takemichi thanks Chifuyu, stating he feels better. Takemichi had convinced himself that there is nothing he can do as Manjiro is much stronger. However, Manjiro is a friend and he always puts his friends first. Manjiro had told Takemichi that his life is nothing but suffering. Takemichi then decides to everything he can to support Manjiro and if he is in the wrong, he will take him on seriously. Takemichi tells Chifuyu that he decided to not return to the future until he becomes the leader of Toman.
Takemichi and Chifuyu go to a public bath. Chifuyu wonders what Takemichi plans on doing as he can't just take on Manjiro. Takemichi then guesses that if there was a war, he could do something cool, gaining everyone's respect and becoming the leader. Takemichi then wonders what may have caused Manjiro to change that much in just 12 years. Chifuyu notes that Manjiro probably had bigger darkness than they think and wonder what may have triggered the change. As the biggest change was kicking out Tetta, Takemichi wonders if that may have been the trigger, but Chifuyu refuses to believe that Manjiro needs Tetta. Takemichi explains that in the previous timelines, Tetta represented the darkness in Toman, so with him gone, that may trigger the change in Manjiro. Chifuyu agrees with that and believes that Tetta may know something about it.
Tetta meets Tenjiku's boss Izana
Tetta with Shuji visit Tenjiku's boss in Yokohama, Izana Kurokawa. Izana notes that he feels heaviness in the air and usually something always happens on such days. He turns to Tetta and asks him why he wanted to join them and Tetta states he want to get his revenge. This was the beginning of the greatest and final conflict in Toman's history.
Takemichi's friends are walking around, Kazushi and Takuya stop for a bit, and some dudes bump into Kazushi. Takuya and Kazushi then act tough, with Takuya explaining that they are part of Toman and Kazushi is the captain of the First Division Attack Squad. Hearing that, the guys run off apologizing. Three Tenjiku members then show up overhearing that Kazushi and Takuya are from Toman.
Kanji knocks out Chifuyu
Its been a week since Takemichi decided to become the leader of Toman, but they still don't have any plan and its been quite peaceful. After reading a manga, Takemichi states he got an idea on how to get to the top and takes Chifuyu to Shibuya Station. There, Takemichi explains that the manga he read at Chifuyu are all delinquent manga and to become the greatest of the hoodlums, he needs to take out the Yokohama gangs, just like in the manga series he read. Hearing that, Chifuyu tells Takemichi he can go himself, as he guesses he will just eat somewhere and return. Kazushi and Takuya then come to Chifuyu all beat up. Takemichi sees a large number of Tenjiku members getting off the train. They notice Takemichi guessing he is a gang member. They bring out Atsushi and asks him if Takemichi is part of Toman, but Atsushi denies it. However as Takemichi sees Atsushi beat up and calls him out. Hearing that, they figure out that Takemichi is also part of Toman and prepare to beat up Takemichi too. Chifuyu then comes running and kicks the guy, telling Takemichi and Atsushi to run, while he stalls them. Chifuyu fights them for a bit, but one of the Tenjiku's big four, Kanji Mochizuki, known as "Mocchi", comes and knocks Chifuyu with a single punch.
Takemichi runs while carrying Atsushi. Takuya and Kazushi call him and they hide in a building, locking the door behind them. They escape from the back exit and Takuya explains that those are from Tenjiku, who are looking to beat up Toman members. Atsushi heard that 300 members of Tenjiku came today. Takemichi then worries about Chifuyu and leaves Atsushi and the rest, telling them to go to Toman's hideout. Takemichi then runs back, but get attacked by Tenjiku members. Atsushi, Takuya and Kazushi then come to help Takemichi, and the four of them engage in a fight some of the Tenjiku members.
Tenjiku's Tetta calling Takemichi a "hero"
Takemichi and his group fight for a while, but as more and more Tenjiku members show up and the four start to get tired. Takemichi wonders who are Tenjiku as he had never heard of them before. Tetta then shows up in Tenjiku uniform, telling Takemichi he probably has no idea what is going on. Tetta greets Takemichi, calling him "hero" and states the Kanto Incident is starting.

- The other Tenjiku higher-ups appear alongside Izana when he meets Kisaki and Hanma. In the manga, this is not the case.
